Mr. Cloutier currently serves as a member of the Tribal Council for the Saginaw Chippewa Indian Tribe of Mid-Michigan. He had previously served on Tribal Council as Tribal Chief from December 2015 to December 2017, then Executive Tribal Council Secretary from December 2017 until December 2019. Both Admirations enjoyed rapid growth and expansion within their economic development properties. When not on Tribal Council, Frank serves as the Public Relations Director and Legislative Assistant for his Tribal community.
Mr. Cloutier has served his Tribal community for over 23 years, representing all Tribal efforts on a number of Executive boards. He is past Chair for the Great Lakes Bay Alliance, past president of the Mid-West Alliance of Sovereign Tribes (M.A.S.T.), Central Michigan McLaren Hospital Board as well as many other local governmental boards. Frank was instrumental in establishing the first gaming regulatory board for the Saginaw Chippewa Indian Tribe. Those gaming codes became the standard for class three gaming within the region. Mr. Cloutier's passions are treaty work and protecting the sovereignty of Tribal communities.
